Agents draft. Builds prove.
An agent can draft a build guide in an hour. It cannot know the guide is correct. A wrong torque value strips a gear; a wrong battery step starts a fire. So every package shows its level, and a level is only raised by evidence that someone other than the agent can check.
- Levels are cumulative. L4 means L0 to L3 also hold.
- A failed check blocks publish at that level.
- Safety steps stay flagged until a human who has done them signs off.
- An orphaned robot can reach L4 but not L5: nobody is left to sign.
